E se confermassimo i “valori” ma facessimo saltare, a favore dei più fragili, il tavolo sulle modalità consolidate per il loro perseguimento?
Agire collettivo e rapporto tra attori nel governo del territorio

Abstract: Il contributo parte dalla valutazione di un rapporto di forza squilibrato tra gli attori della trasformazione della città e del territorio e di una divaricazione tra i valori fondamentali dell’Urbanistica di dignità, integrità, uguaglianza, da un lato, e contenuti e procedure del fare urbanistico consolidato, dall’altro. Si procede poi con la verifica della possibilità di salvare tali valori cambiando invece il paradigma di un’Urbanistica intesa come portatrice di un pensiero accademico super partes, generatore di regole che non distinguono le opposte fazioni in gioco; regole applicate, in egual misura, a sfruttatori e defraudati di risorse preziose e limitate. L’obiettivo perseguito è quindi quello di avanzare la proposta di una “scelta di campo” dell’Urbanistica a favore della popolazione più fragile, anche con specifico riferimento alla protezione dai rischi. La metodica messa in atto per perseguire tale scelta “divisiva” è quella di mettere in dicsussione gli attrezzi consolidati del potere regolatorio urbanistico, ponendo un forte impegno attuativo nei confronti della parte di società meno rappresentata e priva di ascolto. I risultati del lavoro si concretizzano, in primo luogo, nella specificazione dettagliata di alcuni contenuti da inserire negli strumenti urbanistici e territoriali di protezione dai rischi sismici, pandemici e bellici. In secondo luogo, viene proposto l’inserimento irrinunciabile, in ogni strumento urbanistico, di attenzioni normative, procedurali e grafiche, nei confronti degli attori più fragili del processo pianificatorio. Nelle conclusioni si prende atto che non è possibile attenuare le disuguaglianze sociali spazio-temporali in relazione al rischio globale senza ridefinire i rapporti tra spazi e tempi della città, tra contrasto e convivenza con il rischio, tra città immobile e città mutante, tra accentramento e diffusione, tra progettualità deterministica e soluzioni dinamiche, tempi e usi della città, flessibili, temporanei ed incerti.

Abstract: Il progetto per la rigenerazione dei territori colpiti dal sisma rende ineludibile un provocatorio cambio di paradigma per la ricerca di nuovi equilibri nei territori interni della rarefazione insediativa. Si impone pertanto una strategia capace di risignificare il senso del vivere e produrre in ambiti a rischio sismico, idrogeologico e ad alto valore ambientale. Potrebbe porsi, a sostegno di un più celere recupero delle “zone rosse”, la focalizzazione dell’attenzione sulla progettazione della qualità e valenza funzionale degli assi che collegano il nucleo storico più danneggiato ai quartieri urbani, come “braccia della città” chiamate a svolgere un ruolo propulsivo nella rinascita dell’area fragile di antica formazione, molto più lenta nel suo recupero. Assi in grado di diventare la struttura portante, protetta in caso di nuovi eventi sismici e riconosciuta dagli abitanti dei luoghi come ambiti di socializzazione e di bellezza. Si pone pertanto la necessità di un graduale rimodellamento dei confini della “zona rossa” procedendo ad una periodica riduzione e segmentazione dello spazio interdetto. Ciò può avvenire attraverso un sistema di progetti a rapido intervento che, dagli assi di collegamento tra centro storico e quartieri, si propaghi nelle cerniere-snodo di interconnessione degli assi con il nucleo antico, fino a penetrare, con fasce protette di aree pubbliche e private, dentro la “zona rossa”, e dissolverla gradualmente.

Abstract: This paper assesses the differences, in Italy, of pre-seismic theoretical-disciplinary approaches and urban planning-planner approaches, of the emergency approach-es (temporary urban planning), and the social-economic and territorial processes in the post-earthquake period. The paper in particular assesses the planning and pro-gramming knowledge currently acquired. The conclusions describe the disciplinary positions, procedures and the fundamental points generally shared for each approach.

Italian Urban Plans. Diversified Approach and Methods for Assessing Their Quality

Abstract: This article poses the difficult task of providing a brief overview of Italian urban planning, difficult to understand for foreign observers because each Region has different legislation and urban planning tools. The paper describes an originalmethodology that evaluates the quality of the approach differentiated as (1) ‘of the plan’ (reformist, participative, from the territory); (2) ‘in the plan’ (integrated strategic, sustainable); (3) ‘with the plan’ (conformative, methodological, recompositional, systemic-infrastructural); and (4) ‘beyond the plan’ (beyond governance methodologies). The paper also compares aspects of quality present in plans for large, medium and small Italian cities. The conclusions review factors of excellence that may be used in other international scenarios.

Abstract: Background A virtuous process has been started in many European cities to construct sustainable cycling-pedestrian mobility networks, in order to establish a reciprocal contamination of uses and functions between public urban spaces, the production landscape and the many diffuse excellences of the territory (nature reserves, historical-architectural buildings and monuments, diffuse tourist facilities). Hypothesis The new light infrastructural frames may constitute a territorial reinforcement, around which projects may be created to regenerate urban peripheral areas, agricultural production areas for social use, new urban services and new social-economic drivers through programmes for tourist-cultural improvement, activating contamination and unprecedented territorial relations between the production landscape and territorial excellences Objective of the paper This paper will define the methodological and project guidelines to plan light cycling-pedestrian infrastructures for the city and territory by describing one project currently underway in Marche Region.

Un cambio di strategia per le aree del Centro Italia colpite dal sisma

Abstract: Dalla valutazione delle esperienze, affrontate in precedenti gestioni dei difficili post-sisma, si evidenzia la difficoltà di trovare occasioni per puntare al superamento di modelli insediativi oggi non più sostenibili: popolazione, attività, residenze urbane e rurali, beni storico-artistici, servizi, diffusi su territori vasti che si presentano senza adeguate protezioni in caso di eventi calamitosi, senza reti tecnologiche di pronto intervento, senza sistemi di aree urbane rifugio iperattrezzate e senza una rete di strutture centrali, sempre accessibili, ubicate in nodi strategici a servizio del territorio. Il terremoto, nella sua drammaticità, crea dunque una rottura dei fragili equilibri preesistenti e impone un ripensamento del modello di vita in tali luoghi, e l’urgenza di realizzare sistemi di protezione dai rischi. Obiettivo del paper è suggerire un deciso cambio di strategia per la costruzione di nuovi e complessi equilibri nei territori della diffusione, in grado di ridare significato alle modalità di vivere, produrre e godere delle valenze territoriali in ambiti a rischio. Si propone pertanto di affiancare da subito, alle strategie di ricostruzione degli edifici nelle zone rosse dei centri storici danneggiati, la riprogettazione della qualità urbana e della struttura funzionale di tutto l’insediamento, considerando in primo luogo gli assi che collegano il centro antico ai quartieri, che dovranno costituire l’ossatura portante, sicura, propulsiva e bella tra i centri storici, a lenta rigenerazione, e la città e il territorio che li ingloba: un rovesciamento di prospettiva che evidenzia il passaggio strategico dall’ottica della ricostruzione edilizia a quella della rivalorizzazione sociale e produttiva degli assi che devono sostenere la rinascita delle zone più colpite.

The post-earthquake experience in Italy. Difficulties and the possibility of planning the resurgence of the territories affected by earthquakes

Abstract: In the face of natural disasters, very often Italy has missed the opportunity to introduce new models and development projects. Solutions that would introduce new and immediate social-economic and urban planning regeneration processes have not been found, and very often the focus has been merely on need to reconstruct buildings that have been destroyed or damaged. After an earthquake, strategies that take into account the needs of residents and boost the economy with efficient urban planning strategies and civil protection plans have never been adopted. Permanent key centres have never been developed to cope with problems that exist before, during and after the earthquake. The scope of this paper is to define strategies that take account the experience of the past in order to lay the plans for the resurgence of the territory after an earthquake. This paper addresses the unresolved post-earthquake issue in Central Italy dating to August 2016-January 2017, in three steps: 1. Chronological assessment of how difficult post-earthquake situations were managed in the past,and the role of planning today. Critical descriptions of a number of successful post-earthquake transition phases in Emilia- Romagna, Umbria, and Marche regions, and the serious errors made after other disasters (Historical centre of Aquila etc.). Evaluation of the current role of Regional Planning, in pre and post-earthquake situations. 2. Scenarios, suggestions and operational proposals for Earthquake Damaged Areas. Assessment of the situation in Central Italy, where there have been a number of earthquakes in the period between August 2016 to January 2017, based on the positive and negative aspects of other experiences. The need of local communities to return to the area as quickly as possible is discussed, not only in terms of reconstruction. The contents of Projects for essential urban structures at a District, Municipal and Associated Districts Administration Area level are defined. 3. Programmatic suggestions for the resurgence of the territory based on the “productive landscape” economic and social model. New forms of social housing, integrated tourism and farming activities, and support for farming and breeding activities typical of the area are identified together with advanced cultural districts, while semi-abandoned rural buildings are once again placed on the market.

Abstract: La recente legge italiana n. 56/2014 “Disposizioni sulle città metropolitane, sulle province, sulle unioni e fusioni di comuni” ha superato gli ostacoli che hanno fatto fallire vent’anni di tentativi di istituzione delle aree metropolitane, aprendo oggi ad una possibile stagione di potenziale innovazione. La riforma che ha coinvolto, fra il 2013 e il 2014, tutto il sistema degli enti locali italiani dal 2015 sta iniziando a dispiegare, con la Legge Delrio, i suoi primi effetti concreti sul territorio nazionale attraverso l’elaborazione e l’implementazione dei programmi nazionali: POR, PON Metro e PON Reti. Nel quadro dei mutamenti istituzionali introdotti dalla legge 56/2014, il territorio marchigiano, seppur escluso dalla rosa delle quindici regioni con città “metropolitane” istituite dalla norma nazionale (perché privo di almeno un nucleo urbano con oltre i 250.000 abitanti) ha attivato, in risposta al processo di attuazione della riforma degli enti locali italiani, una profonda attività di cooperazione territoriale che ha portato ad oggi alla formazione del partenariato territoriale denominato Area Metropolitana Medio-Adriatica (AMMA). Il processo in corso di costituzione dell’area metropolitana nelle Marche rappresenta un’innovativa sperimentazione di tipo “Community-Led Local Development”. Quest’esperienza, ancora priva d’istituzionalizzazione da parte della Regione Marche, sta evidenziano oggi, come, non solo in Italia, il passaggio cruciale verso la soluzione della “questione metropolitana” vada ritrovato necessariamente nella trasformazione delle città de facto in città de jure attraverso l’istituzione, non più procrastinabile, di nuove architetture territoriali di governance. La ricerca sviluppata costituisce un’interessante occasione di riflessione sul ruolo delle “città-territorio” dell’Italia centrale e del loro potenziale nel quadro delle politiche nazionali.

Abstract: Una sfida: presentare, ad una platea vasta di amanti dell’Italia, il “respiro” in affanno di un Paese in bilico tra baratro e salvezza. Affratellati nel tentativo, forse vano, di ritrovare la melodia, le sfumature, le essenze, gli acuti e gli assoli della poesia di un Paese, alcuni amici si sono trovati assieme, nell’“impresa”, tanto affascinante quanto dolorosa, alla ricerca del respiro italiano, forse un anelito di speranza, o forse il rantolo di una immensa bellezza, reincarnata, chissà, nella “parola” di pochi “pellegrini” innamorati di luoghi del pensiero e della pietra, dispersi nella vertigine del Paese Italia. Sono esplose mai assopite sensibilità sulla bellezza, sullo splendore e sulla crisi della città, sulle sinfonie cromatiche delle città italiane: risuonano come campane a festa che rinviano ad altre ed altre ancora fino a legare, come in una tela di ragno, tutti i centri urbani e le campagne, e l’intero Paese. Una sfida comunicata in termini più percettivi che razionali, più letterari che scientifici. Nasce così, dalle spume del mare, Il respiro italiano: il completamento ideale della trilogia di affetti letterari verso la propria città, Il profumo della città, la propria regione, Marche. Il battito della mia terra, il proprio Paese. Storie di città, storie di uomini e di animali. Evocazioni letterarie e visionarie di una terra radicata nel cuore. Il racconto inizia con seduzioni fotografiche improvvise: le Marche hanno il volto della campagna fertile, del paesaggio splendente, della buona terra e della buona vita. Il Preludio racconta di un viandante sulle tracce della propria origine attraverso gli occhi di un vecchio lettore di tarocchi. Allude al senso profondo dell’essere italiano, al mistero che abita ogni frammento di questa terra e all’impossibilità di identificarsi con una sola sua parte. Attraverso le pagine di tanti studiosi sulle eccellenze della ricerca universitaria si sviluppa un itinerario capace di cogliere la dimensione bioregionalista in tutte le sue sfumature, dalla produzione agro-enogastronomica, all’attività agricola ecosostenibile, alla crescente domanda sociale di modelli di vita più adeguati alle esigenze degli anziani e dei giovani, a forme di simbiosi tra ambiente rurale e sistemi insediativi diffusi. L’Interludio intreccia fili conduttori che guidano il transito dal genius loci regionale a quello italiano. Il respiro italiano prende così forma in un moderno “viaggio in Italia”, attraverso le oasi tempestose di Milano, Genova, Venezia, Bologna, Firenze, Ancona, Roma, Napoli e tante altre meraviglie urbane, per ascoltare il battito di un Paese in difficoltà, e il suo anelito a riprendere il suo regale respiro. Infine l’Epilogo, l’abbraccio indissolubile alla bellezza. Il viandante solitario che in ogni luogo “annusa” il profumo delle città italiane è lo stesso spirito del libro, che pone lo sguardo sulla vita e sulle cose, con l’istintiva felicità di chi scruta le tracce di una grande bellezza offuscata, nascosta tra i solchi della nostra terra, testamento vivo per i propri figli, a cui, idealmente, sono affidati questi scritti.

Abstract: Il saggio sostiene la proposta di una nuova Area Metropolitana Medio-Adriatica. Vengono suggeriti scenari e traiettorie di sviluppo di politiche urbano-rurali. Le Marche hanno portato avanti una sperimentazione “Community-Led Local Development”, per il superamento della “questione metropolitana” attraverso l’istituzione di nuove forme di governance territoriale. Viene evidenziato il ruolo delle “città-territorio” dell’Italia centrale, nel contesto delle politiche nazionali. Il superamento della dicotomia “aree interne” e “città metropolitane di rango” può avvenire attraverso la rigenerazione delle potenzialità del sistema policentrico diffuso città-campagna, Il mancato inserimento del territorio marchigiano tra le aree metropolitane, introdotte in Italia dalla L. 56/14 (per la sola mancanza di almeno un nucleo urbano con oltre i 250.000 abitanti) ha messo in luce la scarsa attenzione del governo verso i sistemi delle Aree territoriali intermedie, con forti potenzialità produttive e sociali. Viene pertanto proposto un cambiamento del paradigma del governo del territorio, processi territoriali strutturati sulla integrazione multisettoriale. Le Marche hanno attuato una efficace attività di cooperazione territoriale che ha determinato la costituzione di un partenariato territoriale, definito Area Metropolitana Medio-Adriatica (AMMA), con un processo integrato di coinvolgimento delle comunità locali. Un’Area Vasta a bassa densità insediativa diffusa sulla regione, caratterizzata da un’armatura urbana fortemente interconnessa, con intense relazioni funzionali. Un ambito di quattrocentomila residenti, che si candida nella programmazione nazionale, come modello territoriale per gli investimenti comunitari integrati, e nella concezione amministrativa di Area Metropolitana, come nuovo e più moderno paradigma disciplinare.

The productive landscape as a driver for economic recovery. Diffused settlements and synergies between the agricultural-rural environment and the urban grid

Abstract: In a national scenario which emphasises the need to start again from a level of productivity and quality of life below that of pre-recession levels, the diffused production landscape becomes an indispensable resource for a new type of – shared, compatible and fair – economic and social development, the best use of resources and a reassessment of how to live in low-anthropised environments of high landscape-environmental value. The research investigates a dense network of hillside and valley settlement filaments, with thousands of small businesses and urban nuclei, on which the “Marche way of development” was based. The article describes the serious shortcomings and pathologies of territorial planning-management by public bodies and proposes strategies, management suggestions, intervention and protection procedures for new employment development opportunities and a policy to ensure energy saving and the enhancement of local resources. The ultimate goal: to ensure strong synergy between the agricultural-rural environment, the diffused production and urban grid and the cultural, environmental, tourist networks that may be defined as the “Productive landscape”. In Europe diffused urban-rural landscapes are evolving toward new equilibriums poised between the urban development of low-density settlement territorial contexts and the regeneration of high-density settlement territorial contexts. This implies renewed focus on protecting the residency of inhabitants in places of settlement subject to rarefaction and on a fair-sustainable transformation of the landscape, characterised by an inorganic land waste and the risk of degradation and abandonment. By introducing specific supra-municipal governance actions and intersectoral planning, these diffused environments may become a chance to relaunch local values, the quality of life and support employment initiatives: a driver for a new model of economic and social development. In Italy, integrated interdisciplinary tools were not sufficiently analysed for a particular diffused settlement typology, that extends, in some regions of central Italy, for hundreds of kilometres along hilly ridges, valley bottoms and the filiform urban fringes of urban centres. The disciplinary context, on which this thesis is based, is that these low-anthropised settlement typologies, still have unexploited potential, and are experimental places that may produce transformation and regeneration energy which, in a context of global recession, may become areas that attract investments. In the developmental scenario of an economy poised between recovery and bankruptcy, the scientific community is called to propose solutions against intensive exploitation, the absence of maintenance strategies and the very high costs caused by abandonment of the rural territory. It is reasonable to start again from the rural territory as a driver for a new type of development, based on the transition between the social and production reconversion of the countryside and the revaluation of the diffused settlement model, structured over thousands of kilometres of linear semi-urbanisation, that winds over mountain 196 ridges (luminous serpentines), on valley bottoms (luminous paths), over sprawling urban-rural filaments (green comet), and diffused areas of urban peripheral fringes (urban nebulae) or around isolated villages of the hinterland (tiny settlement constellations). Marche region is particularly suited to starting again from a close relationship with the rural environment, securely linked to the system of cultural, food and wine, environmental and tourist networks and more than a thousand small ancient historical-artistic treasure troves, into which the “Culturally driven advanced production districts” engage. An efficient strategy must however be well measured according to the endogenous potential of places, involving different levels of operators: territorial entities (with the use of economic support and regulatory instruments to protect the land), business and farming groups, or food and wine groups (who must improve the quality of products), tourist groups (involved in the recreational, sports, social and environmental offer), cultural groups (with new ways of using the rural historical heritage), artisans, old and new residents of the places (with whom it is necessary to establish rules to protect and ensure the functionality of places), all of whom express a growing demand for high quality local products. This also implies a new designing logic of diffused public spaces in the territory of dispersion, proposing elements of recognition, identification, margining and qualification.

Abstract: In Italia, in occasione di eventi calamitosi che hanno generato grandi tragedie, si è persa spesso l’opportunità di avviare nuovi modelli e progetti di sviluppo, in grado di cogliere le esigenze di protezione dai rischi e di sostegno all’economia, espresse dagli abitanti dei luoghi, e dare risposte adeguate alle necessità del processo di rigenerazione, spesso focalizzato invece sulla ricostruzione edilizia. Il paper, si sviluppa secondo i seguenti step: L’esperienza del passato nei territori del post-sisma. Valutazione di alcuni percorsi positivi già tracciati in occasione di eventi sismici nelle Regioni Emilia-Romagna, Umbria, Marche, e degli errori rilevanti commessi a seguito di altri eventi (L’Aquila, ecc.). Nell’area del cratere. Scenari, suggerimenti e proposte operative per l’Area del Cratere, coinvolta dagli eventi sismici dell’Agosto 2016- Gennaio 2017, sulla base degli elementi positivi e negativi emersi in occasione di altre esperienze. Programmare la rinascita basata sul paesaggio produttivo. Seguendo un metodo induttivo, si può procedere con l’individuazione delle più modeste opere di protezione delle comunità locali, suggerite dagli abitanti dei luoghi, con la loro successiva aggregazione a livello di quartiere e di Piano d’Area, inquadrati in un piano d’Area Vasta, fino all’individuazione di nuove forme di housing sociale e attività integrate turistiche, di nuova agricoltura, di distretti culturali evoluti, di rimessa sul mercato del patrimonio edilizio rurale semi-abbandonato.

Strategies and opportunities for Metropolitan Mid-Adriatic area in Marche Region. Regenerative actions to relaunch the competitiveness of urban-rural territorial systems

Abstract: The article supports the proposal of a new Metropolitan Mid-Adriatic Area, and suggests innovative trajectories and future scenarios for the development of urban-rural policies for the metropolitan areas. Context Marche Region has carried out a "Community-Led Local Development" strategy to establish policies and guidelines for new forms of “urban-rural” territorial governance. The article aims to examine the role of the "city-region" in the centre of Italy, through the national and European metropolitan policies scenario, and propose innovative experiences of "integrated planning" to reinforce spatial and social relationship between city and countryside. The Italian national Law no. 56/14, based exclusively on dimensional criteria, excluded Marche region from the 15 Italian regions with urban areas classified as metropolitan areas (for the lack of an urban centre with more than 250,000 inhabitants), a territorial system with strong social and production potentials. The article propose to change the paradigm of the territorial government and consider new evaluation criteria to define “urban-rural” metropolitan area, based on the development of new territorial processes and multisectoral integration. This contribute explore current and future potential of territorial development (both urban and rural contexts), based on the case study developed by municipalities of the Ancona province, that created a territorial partnership called Mid-Adriatic Metropolitan Area (Area Metropolitana Medio Adriatica (AMMA) to experiment new method for the management of the territory. Conclusions The paper concludes by defining guidelines for an “urban-rural” relationship between internal areas and metropolitan cities. The Mid-Adriatic Metropolitan Area case study is a low-density territorial system, an urban framework built by social, functional and spatial relationship. The presence of more than four hundred thousand inhabitants will candidate this territorial context to the national agenda as a territorial model for EU investments for metropolitan areas. AMMA also represent an opportunity to apply new paradigms of innovative forms of urban rural governance for polycentric territories of central Italy.

Abstract: L’investimento sull’insediamento rurale può rappresentare un motore di sviluppo per un nuovo modello di crescita basato sulla saldatura tra riconversione sociale e produttiva della campagna e rivalorizzazione della rete insediativa diffusa. È noto come fino ad oggi la frammentazione ambientale associata alla dispersione insediativa (Romano, Zullo, 2012), ha prodotto elevati costi economici, sociali e ambientali. In alcune regioni italiane, specie del centro Italia, sono presenti peraltro attualmente nuove potenzialità per lo sviluppo, basate sulla dimensione rurale e su un nuovo modello insediativo-produttivo, come ad esempio proposto dalla politica rurale in sede PAC, dall’approccio dell’Agricoltura Urbana e delle nuove forme Agropolitane (Donadieu, 2005), dell’Agrourbanistica (Fleury, Vidal, 2010) e dei Piani del cibo applicati in Europa e negli USA. Per una riconversione in senso ampio del settore agricolo, che risponda ad esigenze sia di tipo alimentare e produttivo, ma anche sociale, turistico e culturale, è necessario integrare la programmazione agricola con la pianificazione territoriale nell’ambito di Aree Vaste, dove una politica economico-territoriale possa efficacemente utilizzare diversificati strumenti operativi: piani urbanistici, piani di parchi agricoli, programmi agro-urbani (SDRIF) (progetti agro-urbani finalizzati a tutelare gli spazi agricoli e favorire la partecipazione attiva degli agricoltori nelle scelte di pianificazione territoriale), Progetti Integrati Territoriali (PIT), strumenti di attuazione dei fondi strutturali dell’Unione Europea. Ne consegue che nell’attuale fase di incerto superamento della crisi globale, in una situazione di possibile, seppur graduale, stop end go dell’economia, i territori della diffusione, le frange urbane, i filamenti insediativi, le periurbanizzazioni, le campagne urbanizzate possono offrire occasioni di sviluppo economico e sociale: un’opportunità per integrare la lotta allo spreco delle risorse con il rilancio dei valori locali e del modo di vivere in ambienti ad alto valore paesistico-ambientale e basso livello di antropizzazione. In tal senso, la tesi della ricerca esposta in questa sede persegue il superamento del dualismo città-campagna con un nuovo patto città-campagna (Magnaghi, Fanfani, 2010). Il modello di bioregione urbana dilata l’ottica bioregionalista, coinvolgendo i sistemi insediativi (Magnaghi, 2009), la valorizzazione degli ambiti che circondano i nuclei antichi, la riprogettazione dei margini urbani, la riproposizione di una nuova integrazione formale e funzionale fra città e campagna (Regione Puglia, 2010).

Abstract: This paper proposes an employment development strategy for hinterland areas, based on a new form of economic-social development: the promotion of unused resources of the extra-urban anthropised production landscape, as a new inter-sectoral resource, which unites the aspects of excellence of the landscape and environment with the innovative forms of the advanced cultural districts, social and elite tourism, the agro-food and wine offer at zero kilometre, specialised and reorganised farming. Urban planning helps to overcome the city-countryside dualism, the shortcomings in the management of the territory by public bodies and the lack of interest of the scientific community, by formalising planning strategies, that overcome administrative partitioning. A complex system on which multi-scale, inter-sectoral, compatible, fair projects will be based, saving resources and promoting the way of life in environments characterised by low anthropisation and high landscape-environmental value, with hundreds of small villages and historical centres. Abstract: This research involves a lengthy study of Marche territory, a region which is well-known for its particular “Marche way to development”: small companies and small towns linked by a close network of badly planned settlement filaments. The aim of the research is to propose new settlements models, based on the development of quality rather than quantity, and tools to save, preserve and live a territory with low settlement density. The results of the study bring to light above all the serious shortcomings of the public authorities in their management and planning of the territory. A number of pathologies present in the new settlement typologies are then explicitly pointed out. To conclude, the research proposes a spectrum of possible solutions.

The Mid-Adriatic Metropolitan Area in Marche Region. An integrated territorial project that includes inland areas and cities in a metropolitan context to relaunch local competitive systems

Abstract: i) Context and purpose of the research. This paper describes a part of the applied research carried out by the Urban Planning Area of SIMAU Department of Marche Polytechnic University in Ancona Municipality. ii) The scope of this paper is to demonstrate the short-sightedness of the decision, at a national level, of identifying 15 Metropolitan Areas according to dimensional rather than function and relational parameters, that trigger integrated metropolitan development. iii) methodology: this paper starts from the Marche region experience, which is one of the regions not included in the 15 regions with urban areas classified as metropolitan areas pursuant to Regional Law no. 56/2014 (because it does not have cities with more than 250,000 inhabitants in the territory), to request that the criteria used to identify metropolitan areas in Italy be revised. The Region has started the creation of the territorial partnership called the Mid-Adriatic Metropolitan Area (Area Metropolitana Medio-Adriatica – AMMA). This experience of a new method for the management of the territory was implemented by the Research project, by identifying functional connective systems that confirm its unitary structure and the current and future potential, for the widespread systematic development of the Metropolitan Area as a whole. iv) Principal results and major conclusions. This experience, is today in Italy, an extraordinary case study generated from of local participatory development (Community-Led Local Development – CLLD); a integrated, bottom-up process with the involvement of local communities. The results of the applied research, conducted in the Middle-Adriatic Territory, made it possible to identify critical and original aspects in the organisation of the “variable geometry” system of relationships between Municipalities, in terms of participation in complex projects and the introduction of specific Territorial Protocols of Understanding, to Identify de facto cities with respect to the de jure and developmental cities of the FUAs in Marche region. The entire Area Vasta (Associated Local Health Districts) indeed behaves, like a large city, with a unique urban structure and strong functional interconnected relationships.

Abstract: The question of the fringe areas and settlement filaments The countryside is perhaps a little like poetry, an incorporeal combination of intuition that becomes a composition. A composition of elements filled with significance – air, land, smells, light, colours, noise, wind and the morpho-forms of nature and man – that communicate sensations and emotions, moods and the inner meanings of thought. One may listen to the landscape as though it were a musical score, marked by oxymoron and transgressions, that draws together harmonies and dissonance, solos and choirs, movements and fugues. The beauty of the countryside is mental utopia, a special and multi-facetted quality, a combination of qualities that may be appreciated with sight, hearing, touch and breath, a wonderful ability to exalt and combine antimonies and juxtapositions, nebula and rarefaction, limitations and openness, continuity and rupture, perennially balanced precariously between the abyss and deliverance. And the tools to use to face the “need” to save, preserve, enjoy and live the countryside, are those tied to the sense of “being” rather than “possessing”. The forgotten meanings, on which planning and project choices are based, thus reappear, and the threats for the modern territory: a mix of city, country-sides, parks and “new territories of urban planning”: with unbroken filaments that run like luminous serpentines over the hilltops of central Italy, and in particular Marche. It is thus that the inhabitants who protect these places, the middle lands, reappear: elves and fairies who want to reclaim their urban and rural country-side. Tired of waiting for answers to their hopes and the hardships of their living and working environments. The indignados of the fields, are the new leading players of the physical and incorporeal landscape. Marche, an unusual territory with respect to the rest of Italy, hides a secret. A mysterious thread links the cities and territories, the sea and hillside landscapes. A link which appears only to those who have the sensitivity to see it. A luminous pattern which appears at night to elves and fairies, who climb to the highest peaks of hilltops and mountains, to enjoy the marvel. It is then, when the whole world sleeps, that the chain of lights alight to show the road to travellers and the vision appears in all its unexpected beauty: an imaginary nocturnal vision. The first to appear on moonless nights is a Comet. Fragments of urban and farming areas along radiocentric systems that link rarefied and broken urban fringes that disappear into the nocturnal landscapes. The light of the Green Comet that throws its rays from Mount Conero towards the peripheral districts of Ancona, is reflected into the darkness of the sky. Then slowly, lithe winding lights multiply on the arena of the territory, and Luminous Serpentines appear along the hilltops of Marche Region; broken formations that twist over the hilltops: never-ending rising and falling, environmental beauty to discover. Linking people and animals, homes and parks, fields and courtyards, towers and fortresses. An uncontrolled twisting of ramshackle or restructured farmhouses, small houses, workshops, shacks, building material deposits, crumbling buildings, empty settlements gardens, vegetable gardens, crops, widening of tarmacked or un-tarmacked roads, and small rural groupings. And for those who fear that they might go astray in this encircling labyrinth, the safe and reassuring luminous Paths suddenly appear to show the way to the main roads. Settlement offshoots, narrow flat segments of continuous urban fabric along the valley bottoms close to the urban centres, linking them like a spider web to their inescapable destiny. And when night falls, and dreams give respite to thought, the Urban Nebulas appear like a carpet of glow worms. Constellations of indistinctly defined scattered stars. Urbanoid masses, peripheral lights of transition between city and countryside. And when the early light of dawn rips the shadows, and the physicians of the territory awake, with the revealing lights of night imprinted in their eyes, the time has come to heal this “urban-rural territory: narrow segments of city and countryside ridges, peri-urban rural areas, fragments of farming fabric, which, as a result of expanding urbanisation, tend to become interstitial residual areas of competition between function, transformation and abandonment”. The land of Marche Region is like an indissoluble web of thousands of kilometres of woven threads, with uncontrolled semi-urbanisation, a new and very personal type of settlement: neither city, nor countryside nor park. And so the physicians of the territory have gone to work to endeavouring to find planning and administrative consistency for the fringe countryside, concentrating their efforts on planning these new settlement systems. They chose the pathologies and prescribed the most efficient therapies. We do not know if the nocturnal visions of these physicians who never sleep have suggested the best solutions for those who love this unusual territory. We can however say that «we have endeavoured» to do so.

Abstract: The City-countryside embrace This research investigates urban-rural threadlike systems, which develop, for thousands of kilometres, in a close network of hillside and valley bottom settlement filaments, over which the “Marche way to development” was structured. The paper proposes strategies and suggestions for a new economic-social development, a new city-countryside pact, a policy of saving and enhancement of local resources and a renewed model of life in these narrow rural and peri-urban fringes with a low level of anthropization and high environmental-landscape value.

Abstract: A challenge: that of presenting to the vast audience of those who love Italy, the laboured “breath” of a Country poised between the abyss and salvation. Bound together in a brotherhood with the goal of attempting, perhaps in vain, to find the melody, nuances, essences, high notes and solos and the poetry of a Country, a group of friends found themselves caught up in the “venture”, as fascinating as it is painful, of searching for the Italian breath, perhaps a breath of life for hope, or maybe the death rattle of an immense beauty, that is reincarnated, who knows , perhaps in the “word” of a handful of “pilgrims” who have fallen in love with the places of thought and stone, dispersed in the giddiness of the country Italy. Feelings that were never really dormant about the beauty, splendour and crisis of the city, and the chromatic symphonies of Italian cities, exploded into life: they resound like happy church bells, that join others and yet others until they bind, like a cobweb, all the cities and countrysides, and finally the whole Country. A challenge communicated in perceptive rather than rational terms, in literary rather than scientific terms. It was thus, from the foam of the sea, that The Italian breath was born: the perfect complement of the trilogy of literary affections for its city The scent of the city, its region Marche. The heartbeat of my land, its Country. Stories of cities, men and animals. Literary and visionary evocations in a land that is rooted in the heart. The story begins with unexpected photographic temptations: Marche as a fertile land, with a magnificent landscape, good soil and good living. Something that you sense, that fascinates you and disappears. A melodious and unknown song. A journey to the origins of our experience of life, the source of our mother land. It is thus that the Italian spirit makes the pulsating heart of the art and history of our towns and districts tremble, giving life to the hope that beauty will save our Country. The Prelude tells of a wanderer searching for his origins through the eyes of an old tarot card reader, whose face is furrowed by the wind. It alludes to a profound sense of being Italian, to the mystery that dwells in every fragment of this land and the inability to identify oneself with just a single part of the land. Through the pages of many scholars on the excellence of university research, a scientific path is developed which captures the bio-regional dimension in all its many facets, from the production of food and wine, environmentally-friendly farming, the growing social demand for lifestyle models that are more suited to the needs of the elderly and young people to forms of symbiosis between the rural environment and extended settlement systems. The Interlude weaves the common threads that guide the transition from the regional genius loci to that of Italy. The Italian breath takes shape in a modern “journey in Italy”, through the stormy oases of Milan, Genoa, Venice, Bologna, Florence, Ancona, Rome, Naples and many other urban wonders, to listen to the heartbeat of a country that is struggling, and its yearning to recapture its regal spirit. Finally the Epilogue, the indissoluble embrace with beauty, that takes us to a mysterious haven, where magic and bewilderment, origin and destination meet. And the solitary wayfarer who “smells” the scent of Italian cities in every place, has the same spirit as the book, which rests its gaze on life and things, with the instinctive happiness of those who search for the traces of a great and obscured beauty, hidden in the furrows of our land, a living testament for our children, to whom, ideally, these writings are entrusted. And, finally, poetry that rips the shadows, confusing them, bonding men and stone, departure and return, beginning and end, dark and light, in a single destiny.Una sfida: presentare, ad una platea vasta di amanti dell’Italia, il “respiro” in affanno di un Paese in bilico tra baratro e salvezza. Affratellati nel tentativo, forse vano, di ritrovare la melodia, le sfumature, le essenze, gli acuti e gli assoli della poesia di un Paese, alcuni amici si sono trovati assieme, nell’“impresa”, tanto affascinante quanto dolorosa, alla ricerca del respiro italiano, forse un anelito di speranza, o forse il rantolo di una immensa bellezza, reincarnata, chissà, nella “parola” di pochi “pellegrini” innamorati di luoghi del pensiero e della pietra, dispersi nella vertigine del Paese Italia. Sono esplose mai assopite sensibilità sulla bellezza, sullo splendore e sulla crisi della città, sulle sinfonie cromatiche delle città italiane: risuonano come campane a festa che rinviano ad altre ed altre ancora fino a legare, come in una tela di ragno, tutti i centri urbani e le campagne, e l’intero Paese. Una sfida comunicata in termini più percettivi che razionali, più letterari che scientifici. Nasce così, dalle spume del mare, Il respiro italiano: il completamento ideale della trilogia di affetti letterari verso la propria città Il profumo della città, la propria regione Marche. Il battito della mia terra, il proprio Paese. Storie di città, storie di uomini e di animali. Evocazioni letterarie e visionarie di una terra radicata nel cuore. Il racconto inizia con seduzioni fotografiche improvvise: le Marche hanno il volto della campagna fertile, del paesaggio splendente, della buona terra e della buona vita. Qualcosa che si intuisce, affascina e scompare. Un canto suadente e sconosciuto. Un viaggio alle origini della nostra esperienza di vita, alla sorgente della nostra terra madre. Così Il respiro italiano fa vibrare il cuore pulsante di storia e arte delle città e delle contrade, e dà impulso alla speranza che la bellezza salverà il Paese. La Macroregione Adriatico-Ionica, nella sua valenza culturale che identifica un mare di terre e di popoli, sta costruendo un nuovo sentiero di storia, trasformando il concetto stesso di regione europea. Le Marche, con la loro specificità di terra di mezzo, si configurano come specchio d’Italia, come elemento identitario di un Paese inafferrabile. Il Preludio racconta di un viandante sulle tracce della propria origine attraverso gli occhi di un vecchio lettore di tarocchi, dal viso scavato dal vento. Allude al senso profondo dell’essere italiano, al mistero che abita ogni frammento di questa terra e all’impossibilità di identificarsi con una sola sua parte. Attraverso le pagine di tanti studiosi sulle eccellenze della ricerca universitaria si sviluppa un itinerario scientifico capace di cogliere la dimensione bioregionalista in tutte le sue sfumature, dalla produzione agro-enogastronomica, all’attività agricola ecosostenibile, alla crescente domanda sociale di modelli di vita più adeguati alle esigenze degli anziani e dei giovani, a forme di simbiosi tra ambiente rurale e sistemi insediativi diffusi. L’Interludio intreccia fili conduttori che guidano il transito dal genius loci regionale a quello italiano. Il respiro italiano prende così forma in un moderno “viaggio in Italia”, attraverso le oasi tempestose di Milano, Genova, Venezia, Bologna, Firenze, Ancona, Roma, Napoli e tante altre meraviglie urbane, per ascoltare il battito di un Paese in difficoltà, e il suo anelito a riprendere il suo regale respiro. Infine l’Epilogo, l’abbraccio indissolubile alla bellezza, capace di condurre verso un approdo enigmatico e segreto, dove incanto e sgomento, origine e meta coincidono. Il viandante solitario che in ogni luogo “annusa” il profumo delle città italiane è lo stesso spirito del libro, che pone lo sguardo sulla vita e sulle cose, con l’istintiva felicità di chi scruta le tracce di una grande bellezza offuscata, nascosta tra i solchi della nostra terra, testamento vivo per i propri figli, a cui, idealmente, sono affidati questi scritti. Abstract: The future of the cities. Traces Who can draw the traces of the possible futures of Italian cities? Perhaps no one. One can only examine the models of cities that the various municipalities say they intend to pursue when drafting urban plans. It is not considered to be useful to describe the interventions planned as a whole with a programme, rather a description will be given of a number of the important objectives behind the idea of the future city, or at least a model to refer to in the next decade. In this perspective, without having to specify the types of Plans, approval dates and designers, a number of outlines are given, that attempt to summarise the objectives on which the Plans examined are based, and are then outlined in what may be referred to as a “Manifesto” of the Plan, namely a concise summary of the Urban Plan, that to some extent communicates to a wide audience of laymen, the “essence” of the city that the plan intends to improve, or transform, or re-valorize, over a limited period of time, but sufficient to indicate “traces” of a probable path. A series of expressive paintings that could even be exhibited in cities, in the form of posters, in order to communicate to citizens and visitors, the image of a possible future, although it is very often “a city of dreams”. And so we discover that Milan has a complex, polyphonic, but also dangerously fragmented, identity. A concept of governance of the territory inspired by a model that tends to separate the indication of strategies and territorial development policies from regulatory systems and public planning of the form of the city and its service functions. The creation of the overall idea of the city whose scope is «an overall vision of Milan towards the future» is based on three fundamental guiding policies. The attractive city is intended as a rebalancing of functions between the centre and periphery, encouraging the modernization of the public and private mobility network with respect to the development of the city, according to a network logic: Milan metropolis as a network between the centre and periphery. The network city is an antithesis to the centre- periphery dichotomy. A form of Urban development consistent with the infrastructural system project is proposed; increased housing; incentives for creativity and propulsive services; protection of the identity of the district and monumental and landscape environments. The liveable and permeable city is intended as the construction and development of a permeable and continuous structure of open connecting spaces between the existing environmental systems and new large open urban parks, restoring the environmental function of rivers and canals and supporting, at an urban planning, building and logistics level, the European Union energy efficiency policy “20-20 by 2020”. The scope is to encourage the permeability of large environmental systems and connection with the new urban parks; efficient use of farming areas; the physical and functional renewal of contaminated or abandoned environments; enhancement of the important resource that is water as an indispensable environmental precondition for Milan; an innovative energy policy; strengthening of the green system at a local level and slow mobility based on public spaces and pedestrian and cycling paths, and providing incentives for private services of public interest through the principle of subsidiarity. The city of Milan, when interpreted with respect to the vast metropolitan area, superimposes transverse and tangential flows, typical of a complex, reticular and multi-centric urban structure, over its historically radial system. This should however be associated to a reform of the system of settlement rules, to give life to an project of urban “renaissance”. The “reticular” city to the East, structured on a rectangular mesh, the “stellar” City to the West, built on a diagonal network of roads and squares, the city to the South, built on the system of canals, that extend to the agricultural park and the city to the North, structured on the radials of the continuous conurbation of Northern Milan. Strategic projects assume the role of Epicentres, namely projects organized according to vocational criteria, designed in an “open manner”, that produce an “echo” effect of urban transformation in an extended urban area. The Epicentre is therefore the extended project area, within which the Areas of Transformation are identified, that are mainly characterized by public land, relationships and connections that may later trigger more extensive and complex projects in the interest of the city as a whole. The Plan identifies, together with existing plans or plans under development, ten new epicentres of development and rebalance, which are characterised by exceptional and highly accessible services. The system of the epicentre therefore offers the opportunity of creating widespread transformations in the districts (nuclei of local identity) and neighbouring areas, making the real estate market more dynamic and extensive. The task of the Public Administration is to guide the development of projects by private operators for the Areas of Transformation, that thus constitute the “driver” for the renewal of the entire urban fabric, the nodes. For Rome, Florence, Bologna, Genoa, Verona, Siena, Bergamo and many other cities the urban planning story is quite different.

“Il respiro italiano”: un moderno viaggio in italia

Abstract: La ricerca Il respiro italiano (e il volume omonimo), maturata in quattro anni di riflessioni sulle città italiane, progettata e pensata da urbanisti, aperta alla contaminazione di filosofi, storici, poeti, scrittori, ricercatori di tante discipline, sviluppa un nuovo e insolito viaggio nell’Italia contemporanea, sostenendo la tesi di un Paese in bilico tra baratro e salvezza, che solo la bellezza dimenticata potrà salvare. Il campo di indagine, lontano da tecniche di analisi quantitative, è un inedito viaggio di un pellegrino, alla ricerca delle proprie origini. Ne emerge, attraverso lucide letture dei processi di trasformazioni e disincantate visioni di Milano, Venezia, Bologna, Ancona, Roma, Napoli e di tante altre città l’immagine di un’Italia in affanno. Lo spazio di approfondimento è il confronto tra pensieri sensibili, che rifiutano l’imposizione internazionale di misurare il valore della ricerca solo attraverso piatte valutazione bibliometriche, e si confrontano invece sullo splendore italiano del passato e la sua immagine contemporanea. Una sfida per presentare, ad una platea vasta di amanti dell’Italia, il “respiro” di un Paese in difficoltà, nel tentativo di ritrovare le sfumature e le essenze di una nazione fragile e forte. L’Italia diventa un caso di studio, che apre spazi di riflessione su nuove forme umanistiche di approccio all’urbanistica, premessa ideologica a idee e modelli di città e manifesti di piano, senza dei quali l’urbanistica sarebbe ridotta a solo tecnica.

Paesaggi della diffusione collinare. Progetti, pianificazione e strategie rigenerative per i “nuovi territori del paesaggio produttivo”

Abstract: L’articolo espone i risultati di una ricerca su sistemi collinari urbano-rurali diffusi, un continuum di piccole imprese e nuclei urbani storici tessuto da una fitta rete fortemente interconnessa, su cui si è strutturata la “via marchigiana allo sviluppo”. Uno snodarsi di filamenti insediatici ondivaghi di crinale che si sviluppano per migliaia di chilometri ed evidenziano gravi carenze della pianificazione-gestione territoriale degli enti pubblici e scarso interesse della comunità scientifica ad approfondire questi nuovi territori del paesaggio insediativo collinare diffuso. Obiettivo è il superamento del dualismo città-campagna, attraverso suggerimenti multiscala, dove il progetto attuativo è segmentato in tratti di alcuni chilometri, per i quali proporre qualificazioni formali e funzionali, marginature, riconoscibilità, caratteri identitari. Progetti che si innestano in piani e buone pratiche gestionali sovracomunali, superando le partizioni amministrative. Una rete interconnessa, che diventa struttura portante insostituibile per qualsiasi progetto di paesaggio. Nelle conclusioni vengono proposte strategie, suggerimenti gestionali, buone pratiche per progetti multiscala. Il paesaggio antropizzato produttivo diventa così una risorsa irrinunciabile per un nuovo tipo, condiviso, compatibile ed equo, di sviluppo economico-sociale, con risparmio di risorse e valorizzazione del modo di vivere in ambienti a bassa antropizzazione e alto valore paesistico-ambientale.

Abstract: Verso una città post fordista Gli spazi produttivi nella città contemporanea si caratterizzano per non essere più spazi distinti, estranei alla vita urbana. La città del fordismo era legata ad una forte specializzazione delle funzioni della stessa, distinte tra produzione (la fabbrica), consumo (i quartieri residenziali) e ricreazione (le aree verdi e le infrastrutture sportive). La crisi strutturale globale che ha investito gran parte dell’Europa ha evidenziato, ormai in via definitiva, la necessità di ripensare questi spazi superando l’idea d’isolamento e separazione in cui le novecentesche strutture produttive erano relegate ed evidenziando l’urgenza, non più procrastinabile, nell’affrontare anche per queste aree, le tematiche più stringenti della sostenibilità. L’approccio ecologico nelle aree produttive Italiane: una realtà ancora in fase di sperimentazione In Italia, le Aree produttive ecologicamente attrezzate rappresentano un modello innovativo di area industriali, il cui obiettivo strategico è ridurre al minimo l’impatto ambientale e il consumo di risorse, tendendo alla chiusura dei cicli naturali e basandosi sui principi propri dell’Ecologia Industriale. La qualifica di Apea è uno strumento di valorizzazione ecologico-ambientale del territorio e al tempo stesso un’opzione strategica per la crescita di competitività del sistema produttivo. Un potenziale nuovo tessuto produttivo nasce dalle ceneri del precedente; la rigenerazione si fonda sull’innesto di dispositivi ambientali (infrastrutture verdi e blu) che possono assumere un ruolo strutturale primario di ripristino delle condizioni di svolgimento dei processi naturali. L’incremento del grado di diversità biologica e le capacità auto-rigenerative potenziano le prestazioni qualitative dell’ambiente costruito e migliorano il metabolismo urbano e l’eco-efficienza delle sue diverse componenti per ridurre l’impronta ecologica sul territorio e incrementare il grado di resilienza più complessivo dell’ecosistema urbano. Le infrastrutture ambientali come scheletro della città contemporanea per un nuovo ecosistema urbano In questo scenario le città tornano ad avere un ruolo essenziale nei processi di riorganizzazione della base produttiva, valorizzando le adeguate “costellazioni di esternalità e interdipendenze” necessarie a nuove forme di produzione. Aree produttive resilienti quindi anche come ambienti urbani accoglienti e favorevoli allo sviluppo di attività economiche sensibili all’offerta relazionale materiale e immateriale (di spazi, reti e servizi) e sottese alla costruzione di una nuova economia urbana legata ad un manifatturiero green e del riciclo, alla ricerca e produzione di servizi high-tech, alla cultura e ai media. Contesti rigenerati fondati su nuove reti sia ambientali, di elevata performance ecologica, sia telematiche, supportate da servizi immateriali di comunicazione, controllo e facilitazione politiche di inclusione sociale e capaci di contrastare la crescente marginalità generata dalla crisi. Aree produttive come territori di sperimentazione per reinventare le politiche di welfare dentro la nuova “città pubblica” in termini di risorse, gestione pubblica allargata e definizione di nuove “alleanze urbane”.

The city and the beauty of the ancient lost crafts

Abstract: In the culture of Marche Region of the early Twentieth Century, physical work identified itself with a rough dignity, linked to the primordial meaning of life: the sanctity of hard work and sweat, the rigor of manual exercise that reawakens ethics and impregnates each and every daily action with spiritual meaning. The most humble work is cloaked with the stigmata of a sacrifice that vanishes in a heroic gesture, discovering a fraternity that unites men and places, countryside and city, aristocracy and working class, poverty and wealth in a cohesive pact. Work is the cornerstone of the urban and rural community, a symbol of a society that rose from the ruins of two world wars and was ready to seize the signs of sudden changes. The city appeared and took shape from those ancient crafts, modelling itself on the noble buildings of the bourgeoisie and hovels of the lowlife districts, in the workshops of artisans and the sumptuous places of gathering of noblemen, in the alleys of the centre and the dirt roads of the countryside. An unknown world came alive around blacksmiths, workers, labourers, carpenters, painters, knife sharpeners, water carriers, chimney sweeps, tinkers and coppersmiths, enveloped in a destiny of hardship that seemed to be happy, satiated simply by being alive. Perhaps the end of a life cycle happened like this, and the workers of ancient crafts gave way to the new course of the city, left alone with its immense body that passes through time. The future civilisation bade farewell to that which had given life to it, asking for a gesture of sacrifice. Perhaps that minute industriousness was changing into a strange architecture of the world, where countryside and city mingled their borders and banks, artisanship and industry fought each other for dreams and bewilderment. Perhaps from a distant place, light years from the earth, in a mysterious galaxy, around a luminous circle of friendship, chimney sweeps, coppersmiths and knife sharpeners look with a sly smile and perhaps a little sorrow at that city which stands out in the darkness and remember the invisible map of their workshops which disappeared in the blink of an eye, leaving threads of an unknown wealth, of discretion and behaviour. Perhaps the plan of the city represents the chronicles of a lost kingdom, a mental archaeology where all our memories are oriented.

“Beni comuni e assetti collettivi”: territori innovativi di sperimentazione per uno sviluppo locale equo e sostenibile. Verso un contratto di paesaggio nel Basso Ferrarese

Abstract: La crisi strutturale che stiamo attraversando ha evidenziato con grande forza i limiti di modelli produttivi e approcci settoriali per la governance delle comunità locali e dei territori rurali. L’Unione Europea dovrà ricorrere a una politica agricola comune forte per sviluppare il potenziale di crescita intelligente, sostenibile e inclusiva delle zone rurali. Attraverso l’integrazione di una pluralità di valori e fattori, in cui l’uso dei terreni, il paesaggio e la natura rappresentano fattori inclusivi per processi di coesione sociale, gli “assetti collettivi” italiani , possono esprimere potenzialità inedite di gestione del territorio e di governance socio-territoriale. Queste interessanti “singolarità resilienti ” alternative sia alle logiche del mercato privato che a quelle della produzione di servizi pubblici possono essere potenzialmente in grado di delineare progettualità territoriali originali e innovative forme di “Landscape Urbanism”. Una visione Bioregionalista, dentro la futura Politica Agricola Comune (PAC 2014-2020), in grado di ripensare anche in Italia, usi, funzionalità e forme di gestione bottom-up e community oriented, indirizzata a favorire un’agricoltura efficiente sotto il profilo economico ed ecologico e in grado di preservare un settore agricolo solido e coerente con i principi ispiratori della recente convenzione europea del paesaggio e gli indirizzi di coesione e “innovazione sociale” della programmazione U.E./Horizon 2020.

Abstract: A silent threshold A silent threshold to a silent region. Made of rock and shell, wild fields and orchards and vegetable gardens under the water, marine cemeteries and treasures within the earth. City of water and desert, erratic and fluctuating, a vagabond and rough as stone, Homeric and cherub-like, lost and a city to forget. A city of pirates and buccaneers, a vessel city, where every path leads through stairs and ropes to the highest mast of the ancient galleon and the sea unexpectedly looks out from every crack with the single glance of a celestial animal. A city that has torn away from its moorings and has sunk into the sea, silently, and there on the water’s edge of an unknown border between water and land, lingers in the calm, like an old sailor who invokes the stars and planets, to flush out darkness and fear. City of the Theatre and wonders, the Solitary Mountain with its steep cliff face, where demons, elves, fairies and nymphs shout their songs of the nights from the rocks. City of the sea and the waterfront, of water, and stone cliffs, of rocky cliff, island and border, offshoot and mainland, the Mediterranean and Adriatic lake, and at the same time ocean. An oxymoronic and two-faced city, Dionysian and Apollonian, polyphonic and multi-ethnic, with its hilly junctures and sharp edges which sink into the sea: hinterland and coastline, town and country, Acropolis and suburbs, cities and suburbs, province and centre. City of tragedy and rubble, crossed by rainstorms and storms, cataclysms, landslides and floods, bombings and ruins. An apocalyptic and heavenly city, sleepy and breathless, torn between resignation and hope for the future, between the darkness of deprivation and the half-light of a new beginning. Listen, the city is up there, hanging from a ridge of the earth. It looks like a bud asleep in the scales of a branch. It looks like a spear thrown against the vehemence of thunder, a silent voice in your astounded throat, a word written in the blanket of nothingness. A land city, a water city, a sky city, a city forged by fire. Listen. The city oscilates, rises, sings, becomes silent, vibrates in its grassy ribs, and crumbles, clinging to its bones of rock, it murmurs and whistles the notes of its wound, it smells of life and death, broken down and alone in the dust of its roots. A tree city, a lawn city, a diary of destinies, an almanac of nourishment, the book of the living. Listen, there is the breath of the beast inside the blackened vault. The squares, portals, windy loggias, bricks and tufa, the woods, the veins of the alleyways, the slate of the roofs, the turrets, districts, the cellars that protect a breath, the throbbing blood, a heartbeat, the master blood vessel that beats the time of the world. Listen, there under hidden porches, there under the foundations, where the roots of the city are interwoven with the confetti of the elder tree and the Aleppo pine, below the silt of daffodils and hyacinths, under the bulbs of peony and tulip, under the carpet of crocuses and snowdrops, the millennial communities that sleep in the oak bark,under the mint and eucalyptus and monkey puzzle trees, under the milky resin that tastes of honey and lavender, jasmine and ginger and licorice, the wild communities walk in the verandas of sludge. A feather city, a wind city, a fin city, a breast city. Observe the beginnings of lineages made of rock, do you see the beginnings of the heart of luminous ancestors that splits the shoots of earth. Observe the breath of those who have drowned that churns and shatters the waves. Lost beauty The beauty of Ancona is tough as nails, as angular as rock, as changeable as the substance of water, unstable as the shape of the clouds, as sharp as a blade of light, as dark as a fleck of shade. The beauty of Ancona is shy, it does not give itself easily, one must unearth it under an indifferent surface, it is reluctant to appear, avaricious, filled with discretion, frugality, hesitancy and secrecy. It is a measured beauty of discretions, giving of itself in tiny morsels, in discrete gestures, it is a beauty of small dimensions, of the jealously guarded harvest, disguised, as though hidden under a veil, of something that must be understood, discovered, revealed with scrupulous respect, of what we must imagine and guess, like when we guess the features of a swan beneath the feathers of a duckling. It is a beauty without great, absolute, monumental, striking and dazzling beauty. The pearl that shines only for those who know how to look with wonder and awareness. It is a beauty made of deprivation, absence, denial, sacrifice, acceptance, rooted foundations and loss. It is a beauty that points straight to the heart of things, to their bare and rough essential nature, without seduction, without surprising or excessive astonishment, without captivating and unobtrusively. Everything is in a narrower and confused perspective, except the sea, with its gigantic and portentous presence. It is an alienating, segregated, disoriented, uprooted and lost beauty. Listen Listen to this city as it fills with wind, as it sets sail from the lookout of the earth, crossing the sea like a whale, fleeing like a green buffalo to the bulge of the mountain, cutting through the antiquity of breath like a ship, there far below is the heartbeat of the sea creature that drives the female body of the earth, there where the city is born held tightly and enclosed in a wail, in the corolla of eastern light, in the ancient tremor of existence. There in that dust, in the dumb proscenium of the sea, under the loose stones, in the porphyry cobbles of the streets, in the paving, in the ashlar of the churches, was the secret heart of the city, the new heartbeat of everything. In Ancona the sea In Ancona the sea suddenly became earth, there at the water’s edge of the last stones that the silver glow drags, the sea is a tongue that penetrates the throat of the earth, capturing and shaping it in the male vigour of its essence, turning it into an embrace almost like a creature, an inlet, a port, a hole-riddled wall of the cliff, a crust of rock, a grotto, a cordillera of rocks, an small and ancient sheltered harbour with a five-sided fortress, a liquid link, a bridge, a sandy shore, a beach, a beach resort, a lantern. The Adriatic brought to Ancona, as though to an estuary, a river of sad and shrill dialects and accents, the thousand idioms and the sound of the languages of Split and Sibenik, Kotor, Dubronovik and Durres, Cadiz and Malaga, Istanbul and Izmir, Algiers and Alexandria of Egypt. In Ancona the sea had a gaze and stamens of light and eyelashes, with circular tremors and luminescence, it had had corals and madrepore and the iridescence of pearls and halfshells, there in the inlet of the promontory, in the stretched arch of the coastline, in the roundness of the curve that changes direction, there where the hill kneels and falls headlong, bends and shapes a rock, it hesitates and collapses, and crouches into water, there where it gathered its millennial heartbeat, its immortal breath, was the sea of Alcinous, Nausicaa, Circe and Calypso, the shimmering sea of Homer. The water champs at the bit, murmurs and trembles The Adriatic scurries, pauses, travels and slumbers in front of Ancona, that small fugitive and wild sea with its loose feather-light spaces, as narrow as a moat, and as long as a sword. From the gateway of the East, from the small sheltered harbour to the docks, from the piers to the Vittorio Emanuele seaport, the sea courts the city, seizes and kidnaps her, it creeps into the hollow of Republic Square, overflowing into the arches of the Theatre and enters the proscenium, drenching the tunic of the Muses, it bends and continues to where the riverlet of Pennocchiara flowed weakly, and filled the Santa Maria swamp with reeds, it pervades the maze of alleyways where the foundtains opened their silvery eye, it drowns the vaults of Via Sottomare and the mouldy storerooms and shacks against the walls of the port, flooding Papa square, lapping and crashing against the centuries-old gates, and washes the stone robes of Clement, to sail like a boat over the buildings and halls, entering the veins of water and then into the valley of the Vegetable Gardens, enclosing, encircling and embracing it along the princely Avenue, to the mouth of the Passetto, up to the estuary of the rocky cliff, the two seas of the East and West, where the sun rises and sets, rises up and falls, and hurtles into the waves, sliding into the vestibules of the earth, to emerge from the water, ripping the shadows.

La via italiana per le Green Cities. Il Verde e la naturalità nei Piani urbanistici di nuova generazione: le traiettorie emergenti nelle esperienze nazionali in venticinque strumenti di pianificazione a confronto.

Abstract: È possibile definire una ‘via Italiana’ per le Green Cities? Lo studio comparativo di venticinque piani urbanistici italiani di recente costruzione, effettuato dall’Università Politecnica delle Marche, ha permesso di evidenziare ‘nuove figure urbane’, con le quali dare risposte, non più procrastinabili, alle istanze di maggiore qualità urbana: ‘Raggi verdi’ a Milano e Rimini, ‘Stanze verdi’ a Bergamo, ‘Cometa Verde’ ad Ancona e ‘Greenways urbane’ a San Miniato e Sesto Fiorentino e, più storicizzate, ‘cinture e anelli verdi’ a Ravenna e Ferrara. Queste sono alcune delle occasioni di convergenza progettuale indagate nello studio comparativo che, nella loro eterogeneità, possono rappresentare un campione significativo per definire i caratteri delle nuove avanguardie nell’approccio al verde nel piano urbanistico italiano. La lettura comparativa degli strumenti urbanistici generali permette di evidenziare diverse ‘traiettorie progettuali emergenti’, che delineano differenti ruoli innovativi svolti dal piano e individuano, nel disegno del verde e nelle attenzioni alla naturalità, una possibile strada di innovazione tutta italiana per la ricerca di maggiori livelli di qualità sociale e formale della città. Percorsi progettuali che possono essere confrontati, a pieno titolo, con le principali esperienze di Green Cities europee ed internazionali.

Abstract: La ricerca si è posta il difficile compito di definire una metodologia originale molto rigorosa per comparare elementi di qualità di una trentina di piani urbanistici di piani urbanistici di recente elaborazione di importanti città italiane (sintetizzati in schede di piano, schemi di piano, manifesti comunicativi di sintesi, quadri di confronto e valutazione), realizzato nell’ambito della ricerca finanziata dal Miur “Norme e regole per la qualità formale e sociale dell’abitare. Una guida per la bellezza e l’uso della città” molto differenti come dimensione e contesti socio-economici, politici e geografici, con diversi poteri di prescrizione o indirizzo, riferiti a leggi urbanistiche regionali non omogenee. Il risultato ha messo a disposizione una chiave di lettura del panorama variegato e interessante dei diversi approcci in Italia alla pianificazione urbanistica e l’individuazione di tipologie di attenzione alla qualità urbanistica: “del piano” (approccio riformista, partecipativo, dal territorio), “nel piano” (approccio strategico integrato, perequativo, sostenibile), “con il piano” (approccio metodologico conformativo, ricompositivo, sistemico-infrastrutturale), “oltre il piano”. Si è operata una distinzione dei piani in relazione alle diversificate modalità di approccio e una comparazione tra alcuni elementi di eccellenza presenti a livello nazionale e internazionale, con alcuni sintetici riferimenti alle esperienze di città cinesi, giapponesi, brasiliane, americane, olandesi, inglesi, pakistane, indiane. Tra le esperienze prese in esame i piani di Roma, Milano, Bergamo, Bologna, Ferrara, Firenze, La Spezia, Siena, Verona e tanti altri di città minori, ma di grande rilevanza storico-culturale.

Nuovi paradigmi per uno sviluppo alternativo di contrasto alla crisi: politiche e strategie per riscoprire le potenzialità economiche, sociali e ambientali di connettività città-campagna

Abstract: La ricerca di un modello alternativo di crescita incardinato su sistemi lineari insediativi diffusi città-campagna è tra gli obiettivi dello studio presentato in questa sede. Un nuovo patto città-campagna, dove il concetto di bioregione urbana integra la visione bioregionalista con l’attenzione all’integrazione in essa dei sistemi insediativi – che si richiama ai princìpi geddesiani della “sezione di valle” – al recupero delle fasce che circondavano le città storiche, alla ridefinizione dei margini urbani, alla riconnessione degli spazi aperti interclusi con il territorio rurale, alla ricostruzione di un rapporto alimentare e fruitivo fra città e campagna. In un clima di degrado e di crisi globale territori della diffusione, frange urbane, filamenti insediativi, periurbanizzazioni, campagne urbanizzate costituiscono una nuova occasione di sviluppo economico e sociale, una chance per una politica di lotta allo spreco delle risorse del territorio, per il rilancio dei valori locali e del modo di vivere in ambienti a basso livello di antropizzazione e alto valore paesistico-ambientale. Viene proposto un processo multilivello, attento alle aspirazioni e alla partecipazione degli abitanti dei luoghi, che pone questioni di cura e risignificazione dei contesti, dove la solidarietà tra città e campagna diventa un’intesa di reciproca utilità, una leva che favorisce il superamento dell’attuale crisi e guida verso un modello di crescita, strutturato sulla rivalutazione e integrazione di risorse paesaggistiche urbano-rurali e ambientali, accentrate e consolidate, da un lato; diffuse e ancora indefinite, dall’altro. La riscoperta dei valori del passato può conferire nuova linfa a modelli socio-economici e territoriali della contemporaneità, dove territorio, ambiente e paesaggio tornano ad essere considerati nella loro qualità di beni comuni non alienabili, e di produttori di ricchezza sociale. Il contributo approfondisce particolari tipologie di “nuovi territori della diffusione” dell’ambiente marchigiano: filamenti insediativi che si sviluppano per migliaia e migliaia di chilometri, un reticolo che avvolge, come una tela di ragno, centinaia di centri e nuclei storici, e un’infinita disseminazione di più recenti insediamenti sparsi. Un peculiare paesaggio della diffusione, poco studiato dalla comunità scientifica, e per nulla considerato dagli enti preposti al governo del territorio, non abituati a problematiche che trascendono i confini comunali e provinciali. Dallo studio sul campo emerge una narrazione interdisciplinare e interculturale che, partendo da posizioni concettuali e strategiche, giunge ad esplicitare pratiche progettuali multilivello, attraverso percorsi di solidarietà e sussidiarietà tra comunità locali, istituzioni e ambiente, che generano energie innovative favorendo interazioni virtuose tra diversità, incertezza, rischio.

Abstract: L’Area Metropolitana Medio-Adriatica delle Marche rappresenta un’entità evolutiva policentrica della Piattaforma Territoriale Strategica Nazionale Tirreno-Adriatico Ancona-Civitavecchia, che “mette a servizio” dell'area transnazionale della Macroregione Adriatico-Jonica la propria vocazione all'interscambio e alla relazione tra reti e flussi di natura diversa. Tale contesto territoriale, con circa 400.000 abitanti, risulta idoneo a candidarsi come modello territoriale per gli investimenti comunitari integrati del prossimo sessennio 2014-2020, riservati ai progetti e investimenti per le città. Il sistema urbano policentrico, costituito da quaranta comuni, è fortemente radicato nel sistema morfologico che ne ha condizionato (e caratterizzato) lo sviluppo insediativo, prima per nuclei isolati e poi attraverso fenomeni di diffusione del tessuto urbanizzato di saldatura di frange urbane e periurbane. Oggi l’Area vasta Ancona-Jesi esprime caratteri molto diversificati che si aggiungono a quelli storici e consolidati del sistema insediativo marchigiano (dispersione insediativa dei paesaggi agrari urbanizzati dentro il reticolo storico dei crinali; concatenazione costiera di nuclei, isole e barriere; città lineare dei macrolotti e dei recinti specializzati lungo la compressione infrastrutturale valliva), caratterizzato da un’elevata diffusione, da un basso livello di densità insediativa e da forti relazioni funzionali. Un sistema relazionale coeso, inclusivo e gerarchico attorno alle polarità urbane principali. In questa logica il modello polarizzato delle dinamiche del singolo comune pivot, rispetto all’insieme dei nuclei urbani minori dei quali è riferimento, costituisce parte di un sistema più ampio di continuità e di relazione diretta tra ambiti urbani di primo livello, formando un sistema di lettura complesso, molto simile alla definizione di MUA (Morfological Urban Area, anche se con estensione territoriale ridotta, e per assonanza prossima al concetto di area metropolitana) data dalla Comunità Europea. In quest’ottica, la ricerca sviluppata costituisce un’interessante occasione di riflessione sulla specificità della “città-territorio del centro” e del loro potenziale di sviluppo, evidenziando come questo sistema policentrico possa superare la giustapposizione tra “aree interne” e “città metropolitane di rango”, puntando sul rilancio competitivo dei sistemi locali e il loro riconoscimento di “sistema urbano intermedio” coeso e competitivo nella scena nazionale ed europea.

È possibile proporre un metodo per realizzare una valutazione, seguendo una procedura rigorosa, che permetta di affrontare, in termini disciplinari corretti, una comparazione tra elementi di qualità presenti in strumenti pianificatori maturati in differenti contesti politici, sociali ed economici? A questi quesiti ha tentato di dare una risposta la ricerca Prin “Norme e regole per la qualità formale e sociale dell’abitare”. Sono stati selezionati venticinque piani urbanistici di recente costruzione: di rilevante complessità, di media o piccola dimensione, fino ad ambiti di aggregazione di diversi Comuni. È stato messo a punto un framework per una “misura” della qualità nei piani urbanistici, aggregati in diverse tipologie di approccio: una procedura per la valutazione comparata di diversi modelli interpretativi e metodiche di piano, mettendo in luce connotati di qualità trasmigrabili in altri contesti, che possono essere consegnati alle attuali e future pratiche pianificatorie e gestionali.

Per rispondere a tale quesito sono stati selezionati venticinque piani urbanistici di recente costruzione per città di grande complessità (Roma e Milano), di rilevante dimensione (Bologna, Firenze), di media grandezza (Agrigento, Ancona, Bergamo, Ferrara, Ivrea, La Spezia, Novara, Ravenna, Siena, Verona), di piccola dimensione (Argenta, Buccinasco, Cassino, Jesi, San Miniato, Sesto Fiorentino, Todi), fino ad ambiti di aggregazione di diversi Comuni (Cento-Alto Ferrarese, Capannoli-Palaia, Reno-Galliera, Lugo-Bassa Romagna). È stato assunto il difficile compito di definire una metodologia originale per comparare, con un unico framework, elementi di qualità dei piani (sintetizzati in schede di piano, schemi di piano, manifesti comunicativi di sintesi, quadri di confronto e valutazione), mettendo a disposizione una chiave di lettura del panorama variegato dei diversi approcci in Italia alla pianificazione urbanistica e un ventaglio di tipologie di attenzione alla qualità “del piano”, “nel piano”, “con il piano”, “oltre il piano”. Si è così giunti ad una guida di qualità per affrontare le incertezze del nuovo piano urbanistico, uno spettro di operazioni possibili, di scenari e metodologie alternative, messe a disposizione di una platea di professionisti incaricati di piani urbanistici, di ricercatori, amministratori, studiosi dell’urbanistica e di quanti intendono avviare una revisione della disciplina urbanistica, introducendo strumenti di misura della qualità dei piani, e quindi di critica, anche severa, di piani urbanistici “burocratici” o non adeguati. Una guida come codice collettivo di buone pratiche, per “traghettare” il piano da modelli ideali di città a processi operativi: un ventaglio di suggerimenti grafici e normativi, riproponibili in altri contesti nazionali e internazionali, per perseguire un buon livello di qualità formale e sociale, e ritrovare l’originale “funzione sociale dell’Urbanistica”.

Una guida per la bellezza e l’uso della città”1si è messo a punto un metodo di valutazione comparata della qualità di piani urbanistici che, procedendo per successive “detrazioni”, giunge a sintesi sempre più spinte fino a “cogliere” il nocciolo delle scelte effettuate e il senso ultimo del piano, dove i signi- ficati si addensano. Tale procedura di selezione e confronto è stata seguita da gruppi di studio che operano in diverse Università italiane e si è sviluppata durante alcuni anni di intenso lavoro, pazientemente coordinato.

Abstract: Senigallia is the barycentre of Puccini’s Marche globe, the last rib of Ancona province, the solar star whose rays spread from pole to pole of the region, observed in its ambivalent approval as haven city, nursery city, place of the legend, “city of dreams and silence”, archetype of an Eden touched by the grace of memory, and at the same time prison city and fortress city. Signs of passage and stopovers: “the shadow of lampposts on the paving lengthening and shortening, almost as though they were the arms of people”, so much so as to give the impression “that the city was immerged in water.” Land, city and sea, elements of a single natural body, fragments of a cosmic light that tips each and every limit into infinity, each closed space into the enormity of emptiness, each moment of time beyond eternity, frontiers that break through into the unspeakable, taking the jumps of nature to the highest latitudes of the spirit.

Abstract: Il libro si inserisce in un nuovo tipo di approccio all’urbanistica che si propone di avvicinare la disciplina ad un’ampia platea di utenti – ricercatori, amministratori, comuni cittadini – chiamati a cogliere il senso profondo della città. Un approccio narrativo che affronta i problemi della città contemporanea, rifacendosi agli archetipi di città visionarie, al senso ultimo del vivere insieme. Abstract: Storie di città, storie di uomini e di animali. Evocazioni letterarie e visionarie di una terra radicata nel cuore. Un filo segreto che lega città e territori. Terra di mezzo e terra di confine. Paesaggi di elfi e fate, dove, di notte, comete, serpentine luminose e tappeti di stelle indicano la strada ai viaggiatori. Le Marche hanno un volto di sirena. Qualcosa che si intuisce, affascina e scompare. Un canto suadente e sconosciuto. Nascosto e tenacemente vivo. Tenero e irraggiungibile. Beauty Will Save the City

Abstract: A mystical radiance illuminates the beauty that the Bible welcomes, in the Apocalypse, as epilogue and dazzling destination of human life: “and he showed me the holy city Jerusalem coming down out of heaven...” (Bible, Apocalypse, 21; 10-21). It is the archetype of all earthy cities, the mimesis and projection of that unique, intangible and absolute utopia of beauty. “We love only that which is beautiful. What is beautiful? and what is beauty?” The answer to St. Augustine’s resonating question, seems to be given, in a backward journey into time, by the civil faith of an illuminated paganism that sees in beauty the splendour of truth: “Beauty is the splendour of truth” (Plato), and the privilege of common and shared serenity: “The ideal city is not founded for the happiness of just one class of citizens, but to ensure the happiness of the entire polis” (Socrates). Only in an all-encompassing far-reaching prospective, in this embrace of solidarity, that breaks the bonds of selfishness, can the eternal myth of beauty be created. Enjoyment of the city not only implies geometric and spatial rules of urban form, places and roads, which have always been the foundation of the urbs, but also encourages beneficial and positive virtues that revitalise civitas – strength, loyalty, freedom, cleanliness and health. “The loss of beauty coincides, and has always coincided, with the death of the city... If we lose our memory of beauty we can no longer hope to possess it again” (Pier Luigi Cervellati). What is the beauty that will save the city? – we might ask ourselves with the same impetuous trepidation with which Ippolit addresses Prince Miškin in Dostoevskij’s Idiot. What are the principles, rules, measures and compositional techniques, what are the projects, contents and forms that may safeguard and nurture the rare fl ower of beauty? The desire for magnifi cence in cities has always tempted the human soul: from the myth of Babylon with its tower of foundation of heaven and earth, to Niniveh, “the great city with more than a hundred and twenty thousand people” (Bible, Jonah, 4, 10-11), from the city of the Queen of Sheba, overfl owing with Eastern riches, of “camels bearing spices and gold in great magnitude and precious gems” (First Book of Kings, 10, 1-2) to Jerusalem, the Holy City enclosed by three circles of walls around the temple of Salomon, from Athens, Rome and Byzantium to the “pulchritudo civitatis” of the mediaeval cities, from the purity that soars above the symmetries of Renaissance architecture to the “mirabilia urbis” of the Baroque period, up to the terrible perturbing modern metropolis. If “the form of the city changes more quickly than the hearts of people”, as one of the verses of “The Swan” by Baudelaire says, if the city may be read as a magnificent “book of stone”, an extraordinary “tale” engraved in and behind the scenes of roads and squares, as Victor Hugo realised, if the city may be seen as an unbroken and very singular poem, in the scientific manner of Alexander, or driven to aphasia and incommunicability, in the lyrical manner of Borges (“The city lives in me like a poem / that I was not able to set in words”) cadenced by oxymoron and transgressions against semantic, grammatical and compositional normality, like an articulated language of words, sounds and meanings, if one may listen to the city as though it were a musical score with its harmonies and dissonance, solos and choruses, movements and fugues, the beauty of this miraculous and mysterious work of art is a mental utopia, a special and eclectic attribute, a oneness of qualities that may be appreciated with the mind, sight and hearing, the wonderful ability to exalt and combine antinomies, densities and rarefaction, limitations and openness, continuity and divisions, in perennial balance between the precipice and salvation. “Today more than ever there is a need to effectively conciliate practical solutions with the eternal idealism of poetry”, wrote Luigi Dodi. “Today more than ever people must understand its immense value so intimately related to their lives, learn to love and defend it, and reawaken its destiny”. Abandoning yourself to places, at your own pace and the footsteps of those who walked through them with the “infinite” tempo of gait, heartbeat and breath, means discovering the city of our fathers and the past, the true city of memory and history, whose roots sink into the tangle of its origins. An ancient coarse beauty from the past, seems to clamber through the narrow streets, climbing the steep slopes of Marche boroughs, crowned by towers and fortresses on the peaks of stone hillsides.

Abstract: Ancona, the hub of history, the aperture and pole of events, the epicentre of restlessness and a sense of loss, the arena of becoming eternally unsolved, a city where existence is besieged. Ancona displays itself at night, in the expanse of the sky pierced by “suspended and invisible dotted blades of light”, among thin clouds of fog, like a swamp suffocated by underground urges and indifference, fl oating among the creatures of the night and the alliance with the silence of interior spaces. In this urban topography, the obsession is consumed of the protagonist devoured by the need “to fi nd a serious reason for life”, to discover a truth that brings pulsation and breath to the yoke of habits, duty, earnings, anguish and terror. An obscure sense to existence, that is perhaps hidden in the folds of the city, congealed in the buildings and roads, in those “small low houses in ill-famed streets, where he and his friends gathered, chattering and from which they emerged after midnight”, or perhaps, “down there by the sea, where after a day in the offi ce, he sometimes used to go to wait for the fi shing boats to come in”, or “rather in the Hebrew street, where he used to go every day doing the same job every day”, or perhaps the truth dwells “in some distant place, where he has never been, other than in his dreams?” Puccini’s Ancona vibrates like a tuning fork that transmits to men its rough and instinctive music, inspiring them to the tumultuous vocation of taking action, contemplating, listening, suffering, living and resisting. A humanism of the city that embraces its creatures and at the same time crushes them with the subtle noose of furious suffering, where the human body visibly becomes the body of the city, defacement of the buildings and the ruins of the walls open a fracture in the soul of the defenceless community and on the sensitive skin of the inhabitants. Places mark confl icts and misery, aspirations and sacrifi ce, turmoil and delirium, coming alive with the essence of those who live there, guarding the tangle of emotions, the primitive and authentic human substratum, mitigating pulsations with the constant song of their nature, with the frank verism of their serene substance. “They were streets just a few steps from the centre; there you could sing and your song reached out; women could bicker with each other from their windows, doors and shops and before the police had time to come, could say everything they wanted to say, undisturbed”. In the maze of juxtaposed architecture serenely doing its utmost according to needs, in the dense weave of architraves and balconies, in those vivid and multicoloured middle ages close to the popular Hebrew quarter, a thousand year old wisdom for centuries has dictated its principles, with more sense of civility and justice, with more sharp harmony than that contained in all the urban planning manuals in the world. “There was very little air and sunshine in those stretches of road; but from time immemorial the people who lived there had arranged things so that nothing of that tiny patch of sunshine that arrived at a certain time of the day, that breath of air which blew at a certain time of the evening, would be lost or wasted: it was there that clothes were hung to dry, pots of fl owers placed and the rosy faces of children appeared. Turrets, raised who knows how on roof ridges or in certain wall recesses; shelves and ledges fi xed, who knows with what diffi culty, under the windows, on the architraves of the main doors, terraces, balconies and porches... And everywhere men, women, children, people: at times housed haphazardly, perhaps squeezed in like sardines; but who of all these people remained indoors, hidden away? Their real home was the road, the square, the alley; and it was outdoors that they worked, chatted, laughed, sang and even cried.”

Abstract: Forse il paesaggio è come la poesia, un accostamento immateriale di intuizioni che diventa componimento. Una composizione di elementi pregni di significato – aria, terra, profumi, luce, colori, rumori, vento, morfo-forme della natura e dell’uomo – che riescono a comunicare sensazioni ed emozioni, stati d’animo e significati interiori del pensiero. Il paesaggio può essere ascoltato come una partitura musicale, scandita da ossimori e trasgressioni, che accosta armonie e dissonanze, assoli e cori, movimenti e fughe. La bellezza del paesaggio è un’utopia mentale. Siamo alla riscoperta dei princìpi originari dell’urbanistica, innamorati degli apporti della cultura, della poesia, dell’arte, della natura compressa e sempre pronta a riesplodere. Il progetto del paesaggio diverrà così contaminato dalle istanze del bello tra le città, dell’equità nell’uso della terra, dalla voglia di “resurrezione italiana”, un manifesto collettivo di nuovi modelli dell’abitare. Le Marche, territorio inusuale rispetto al resto d’Italia, nascondono un segreto. C’è un filo misterioso, che lega città e territori, paesaggio di mare e di collina.

Abstract: The Voices of the City “With eyes half closed, the ears attentive, taking in the smell of the city by the sea (Ancona) one can hear the confused mix of voices, as a call, then always more clear and distinct, as soon as they became aware of the presence of friends, attentive and desirous. Letting oneself be transported by pleasant thoughts one seems to hear a song rise to the surface of the water like a bubble.” Th e city is the projection of events which have ancient roots , which speaks of the city and its history by the images of its constructed elements, which goes beyond the rationalist binomial of container and contents, of when and how much, of how and where, of being and appearing, up to reaching (with a language which is basically poetic, interwoven with lights, colours and smells which echo the voices), the most profound emotive spheres of those who live in , work in and visit the city.

Gli studi urbani di Roberto Busi

Abstract: Osservatorio privilegiato per focalizzare una delle più interessanti esperienze degli ultimi decenni nel campo degli studi urbani, nata nell’ambito della scuola di Brescia fondata e promossa da Roberto Busi. C’è un’istanza urgente e irrinunciabile nell’opera di Busi. Un richiamo che viene da lontano, affonda le radici nell’insegnamento di Vincenzo Columbo, suo punto di riferimento scientifico, erede di Cesare Chiodi e Giovanni Muzio. L’idea che anima l’attività di ricercatore e docente di Busi è di orientare le indagini scientifiche e le realizzazioni tecniche e sperimentali a una visione poliedrica delle cose urbane con uno sguardo attento e rigoroso che, prima di configurarsi come tecnica, sappia porgersi come principio etico: il sogno, e l’utopia, di un umanesimo scientifico, vagheggiato e raggiunto con la perseveranza e la concretezza delle cose vive. Alla sua infaticabile opera di promotore si deve il progetto della “città amica”, ricco di ricadute che investono gli stili e i modi di vivere sempre più riconosciuti come modelli condivisi della cultura contemporanea. Il “luogo” in cui questo progetto prende avvio e si rinnova è il CeSCAm nel Dipartimento di Ingegneria Civile, Architettura, Territorio e Ambiente dell’Università degli Studi di Brescia, laboratorio di sperimentazioni che coinvolgono i temi urbani attuali: la sicurezza, la mitigazione del rischio, le dinamiche abitative, la valorizzazione dei centri storici, la sostenibilità degli interventi, la mobilità, i flussi di spostamento, la tutela delle categorie più fragili e indifese, la necessità degli elementi naturali, la ricchezza di valori sociali della strada, della piazza, dei parchi. Prende corpo così il paradigma della città amichevole, concorde e cordiale con gli uomini, serena nel dispiegare una bellezza discreta, sicura, gradevole e preziosa. Il pubblico cui si rivolge il libro è non solo quello di studenti, ricercatori e amministratori, ma anche quello di comuni cittadini, chiamati a prendere coscienza dell’utilità dell’urbanistica, tecnica per rifondare le discipline della città e garantire più appaganti modelli di vita, con particolare attenzione alle fasce sociali più vulnerabili

Abstract: Most of the citizens of Ancona believe that they have been defrauded of their sea, which has been caged in and taken away from the city. Ancona port: a desolate scenario of prisons of the sea. Many citizens retain that the Ferry Companies have taken over the ancient port, with the support of the port Authorities and the inability the Municipality to oppose these choices. What possibility is there for the “transfer” of the ferries to the area indicated by the Port Plan in order to remove the barriers and design a waterfront that will enhance the historical monuments and promote socialisation with places of entertainment, shops, yachts and walkways along the quays as far as the lighthouse?

The Luminous Spirit of Marche: from the Foglia to the Esino

Abstract: Mario Puccini tenaciously guarded his Marche region roots like an exile clinging to the secret heart of his land. Distanced and participative, solitary and supportive, storyteller and essayist, journalist and translator, bookseller and editor, fi ghter and intellectual, extroverted and introspective, surreal and verist, tied to tradition and faithful anti-conformist, evasive but at the same time an enthusiast supporter of cultural circles, he is still “one of the Maestros to whom justice must still be done” on the literary scenario of the early Twentieth Century (Vasco Pratolini). One of the forgotten great, a fault to put right in order to salve the guilty conscience of Italian literature. The fi gures from the “sacred and profane epic” fl ing themselves from the landscape, on a wild and violent backdrop contained in a gentle physical timidity. Epos of the humble and forgotten, those defeated by the agonizing wounds of life, that only the written page can bring together with dignity and emotion to say: “Art alone can give to man the great emotions of fraternity”. Far from Marche, an exile by inspiration and necessity, Puccini reties the bond with the land and “cities of the soul”, which becomes a burning and lasting bond. The places of Marche throb in his veins like a powerful lifeblood and are the blanket where stories unfold, the backdrop over which men throw their intangible troubled shadows, where the past may be traced like a golden thread in an unknown weave. These cities of Puccini are riotous universes, scattered galaxies, heavens, nebulas, mysterious thresholds of the absolute, points where finite and infinite meet, epiphanies of the sacred, osmosis of life and death. They are moods, landing places, escapes, obsessions and falling in love. Ancona, Jesi, Recanati, Senigallia, Frontone, Catria, the villages, towns and cities of Marche appear from the balcony of Puccini’s narration like sudden glances, scattered in this corner of Italy forgotten by history. Fleeting urban fragments and slivers of countryside imprisoned by the windows of a speeding train or car, very similar to what occurs in his interior wanderings to the “traveller in poetry” of di Viva l’anarchia! (1921). A humanised landscape with marked spiritual, psychological, aesthetical and moral features that are the luminous spirit of Marche.

Senigallia, City of Water, Dreams and Silence

Abstract: Senigallia is the barycentre of Puccini’s Marche globe, the last rib of Ancona province, the solar star whose rays spread from pole to pole of the region, observed in its ambivalent approval as haven city, nursery city, place of the legend, “city of dreams and silence”, archetype of an Eden touched by the grace of memory, and at the same time prison city and fortress city. Signs of passage and stopovers: “the shadow of lampposts on the paving lengthening and shortening, almost as though they were the arms of people”, so much so as to give the impression “that the city was immerged in water.” Land, city and sea, elements of a single natural body, fragments of a cosmic light that tips each and every limit into infi nity, each closed space into the enormity of emptiness, each moment of time beyond eternity, frontiers that break through into the unspeakable, taking the jumps of nature to the highest latitudes of the spirit.

Truth and Oblivion

Abstract: Ancona, the hub of history, the aperture and pole of events, the epicentre of restlessness and a sense of loss, the arena of becoming eternally unsolved, a city where existence is besieged. Ancona displays itself at night, in the expanse of the sky pierced by “suspended and invisible dotted blades of light”, among thin clouds of fog, like a swamp suffocated by underground urges and indifference, fl oating among the creatures of the night and the alliance with the silence of interior spaces. In this urban topography, the obsession is consumed of the protagonist devoured by the need “to fi nd a serious reason for life”, to discover a truth that brings pulsation and breath to the yoke of habits, duty, earnings, anguish and terror. An obscure sense to existence, that is perhaps hidden in the folds of the city, congealed in the buildings and roads, in those “small low houses in ill-famed streets, where he and his friends gathered, chattering and from which they emerged after midnight”, or perhaps, “down there by the sea, where after a day in the offi ce, he sometimes used to go to wait for the fi shing boats to come in”, or “rather in the Hebrew street, where he used to go every day doing the same job every day”, or perhaps the truth dwells “in some distant place, where he has never been, other than in his dreams?” Puccini’s Ancona vibrates like a tuning fork that transmits to men its rough and instinctive music, inspiring them to the tumultuous vocation of taking action, contemplating, listening, suffering, living and resisting. A humanism of the city that embraces its creatures and at the same time crushes them with the subtle noose of furious suffering, where the human body visibly becomes the body of the city, defacement of the buildings and the ruins of the walls open a fracture in the soul of the defenceless community and on the sensitive skin of the inhabitants. Places mark confl icts and misery, aspirations and sacrifi ce, turmoil and delirium, coming alive with the essence of those who live there, guarding the tangle of emotions, the primitive and authentic human substratum, mitigating pulsations with the constant song of their nature, with the frank verism of their serene substance. “They were streets just a few steps from the centre; there you could sing and your song reached out; women could bicker with each other from their windows, doors and shops and before the police had time to come, could say everything they wanted to say, undisturbed”. In the maze of juxtaposed architecture serenely doing its utmost according to needs, in the dense weave of architraves and balconies, in those vivid and multicoloured middle ages close to the popular Hebrew quarter, a thousand year old wisdom for centuries has dictated its principles, with more sense of civility and justice, with more sharp harmony than that contained in all the urban planning manuals in the world. “There was very little air and sunshine in those stretches of road; but from time immemorial the people who lived there had arranged things so that nothing of that tiny patch of sunshine that arrived at a certain time of the day, that breath of air which blew at a certain time of the evening, would be lost or wasted: it was there that clothes were hung to dry, pots of fl owers placed and the rosy faces of children appeared. Turrets, raised who knows how on roof ridges or in certain wall recesses; shelves and ledges fi xed, who knows with what diffi culty, under the windows, on the architraves of the main doors, terraces, balconies and porches... And everywhere men, women, children, people: at times housed haphazardly, perhaps squeezed in like sardines; but who of all these people remained indoors, hidden away? Their real home was the road, the square, the alley; and it was outdoors that they worked, chatted, laughed, sang and even cried.”

Abstract: Il volume presenta una particolare originalità nel contesto della pubblicistica disciplinare, in quanto affronta l'intero percorso metodologico messo a punto da un caposcuola, evidenziando al contempo in modo sintetico i moltissimi contributi che colleghi e ricercatori hanno ritenuto di realizzare seguendo e sviluppando in maniera autonoma le linee metodologiche e le tematiche proposte dal caposcuola. La realizzazione del volume ha comportato una lunga fase di revisione critica dell’intero corpo bibliografico realizzato direttamente o promosso dal caposcuola, in occasione di convegni, congressi e monografie, con un’approfondita opera di selezione, interpretazione e messa in evidenza dei concetti chiave, espressi in centinaia di contributi presi in esame. Ne risulta un’opera che sintetizza in un unico testo l’intera opera scientifica, generata direttamente o indirettamente dalla scuola di eccellenza di Brescia nel campo delle scienze urbane.C'è un'istanza urgente e irrinunciabile nell'opera di Roberto, coltivata con tenacia, con sapiente e geniale determinazione nel corso degli anni. Un richiamo che viene da lontano, affonda le radici nell'insegnamento di Vincenzo Columbo, che lo vide allievo al Politecnico di Milano raccogliere una vitale eredità, un robusto patrimonio culturale. E' il "modello organico", nella sua configurazione originaria che attrae Roberto Busi. Vincenzo Columbo è il suo riferimento scientifico, erede della scuola del Politecnico di Milano di Cesare Chiodi e Giovanni Muzio, che ebbe un grande maestro in Luigi Dodi. L'idea che da sempre anima la sua attività di docente e ricercatore è quella di orientare le analisi scientifiche, le realizzazioni tecniche e sperimentali, le ricerche conoscitive verso una visione poliedrica e multiforme delle cose urbane con uno sguardo attento e rigoroso che, prima di configurarsi come tecnica, disciplina, metodo, sappia porgersi come principio etico, codice deontologico, imperativo morale, buona norma di comportamento, atteggiamento "virtuoso". II sogno e l’utopia di un umanesimo scientifico, vagheggiato e raggiunto con la pervicacia, la perseveranza e la concretezza delle cose vive. Alla sua infaticabile opera di promotore si deve il progetto innovativo della “città amica”, proposto con lungimiranza profetica, ricco di ricadute che investono gli stili e i modi di vivere, sempre più riconosciuti come modelli condivisi della cultura contemporanea. II "luogo" in cui questo progetto si sviluppa è il CeSCAm nel Dipartimento di Ingegneria Civile, Architettura, Territorio e Ambiente, fucina feconda di ricerche e laboratorio di sperimentazioni che interessano i tematismi urbani più coinvolgenti e attuali: la sicurezza, la mitigazione del rischio, le dinamiche abitative, la valorizzazione dei centri storici, la sostenibilità degli interventi, la mobilità, i flussi di spostamento, la tutela delle categorie più fragili e indifese, la necessità irrinunciabile degli elementi naturali, la ricchezza di valori sociali della strada, della piazza, dei parchi, dove la memoria storica della città incontra le piccole e vertiginose storie del vivere quotidiano.

The Heartbeat of My Land. Will Beauty Save our Cities?

Abstract: A mystical radiance illuminates the beauty that the Bible welcomes, in the Apocalypse, as epilogue and dazzling destination of human life: “and he showed me the holy city Jerusalem coming down out of heaven...” (Bible, Apocalypse, 21; 10-21). It is the archetype of all earthy cities, the mimesis and projection of that unique, intangible and absolute utopia of beauty. “We love only that which is beautiful. What is beautiful? and what is beauty?” The answer to St. Augustine’s resonating question, seems to be given, in a backward journey into time, by the civil faith of an illuminated paganism that sees in beauty the splendour of truth: “Beauty is the splendour of truth” (Plato), and the privilege of common and shared serenity: “The ideal city is not founded for the happiness of just one class of citizens, but to ensure the happiness of the entire polis” (Socrates). Only in an all-encompassing far-reaching prospective, in this embrace of solidarity, that breaks the bonds of selfishness, can the eternal myth of beauty be created. Enjoyment of the city not only implies geometric and spatial rules of urban form, places and roads, which have always been the foundation of the urbs, but also encourages beneficial and positive virtues that revitalise civitas – strength, loyalty, freedom, cleanliness and health. “The loss of beauty coincides, and has always coincided, with the death of the city... If we lose our memory of beauty we can no longer hope to possess it again” (Pier Luigi Cervellati). What is the beauty that will save the city? – we might ask ourselves with the same impetuous trepidation with which Ippolit addresses Prince Miškin in Dostoevskij’s Idiot. What are the principles, rules, measures and compositional techniques, what are the projects, contents and forms that may safeguard and nurture the rare fl ower of beauty? The desire for magnifi cence in cities has always tempted the human soul: from the myth of Babylon with its tower of foundation of heaven and earth, to Niniveh, “the great city with more than a hundred and twenty thousand people” (Bible, Jonah, 4, 10-11), from the city of the Queen of Sheba, overfl owing with Eastern riches, of “camels bearing spices and gold in great magnitude and precious gems” (First Book of Kings, 10, 1-2) to Jerusalem, the Holy City enclosed by three circles of walls around the temple of Salomon, from Athens, Rome and Byzantium to the “pulchritudo civitatis” of the mediaeval cities, from the purity that soars above the symmetries of Renaissance architecture to the “mirabilia urbis” of the Baroque period, up to the terrible perturbing modern metropolis. If “the form of the city changes more quickly than the hearts of people”, as one of the verses of “The Swan” by Baudelaire says, if the city may be read as a magnificent “book of stone”, an extraordinary “tale” engraved in and behind the scenes of roads and squares, as Victor Hugo realised, if the city may be seen as an unbroken and very singular poem, in the scientific manner of Alexander, or driven to aphasia and incommunicability, in the lyrical manner of Borges (“The city lives in me like a poem / that I was not able to set in words”) cadenced by oxymoron and transgressions against semantic, grammatical and compositional normality, like an articulated language of words, sounds and meanings, if one may listen to the city as though it were a musical score with its harmonies and dissonance, solos and choruses, movements and fugues, the beauty of this miraculous and mysterious work of art is a mental utopia, a special and eclectic attribute, a oneness of qualities that may be appreciated with the mind, sight and hearing, the wonderful ability to exalt and combine antinomies, densities and rarefaction, limitations and openness, continuity and divisions, in perennial balance between the precipice and salvation. “Today more than ever there is a need to effectively conciliate practical solutions with the eternal idealism of poetry”, wrote Luigi Dodi. “Today more than ever people must understand its immense value so intimately related to their lives, learn to love and defend it, and reawaken its destiny”. Abandoning yourself to places, at your own pace and the footsteps of those who walked through them with the “infinite” tempo of gait, heartbeat and breath, means discovering the city of our fathers and the past, the true city of memory and history, whose roots sink into the tangle of its origins. An ancient coarse beauty from the past, seems to clamber through the narrow streets, climbing the steep slopes of Marche boroughs, crowned by towers and fortresses on the peaks of stone hillsides.

All the Mediaeval era of Italy, the dry and rustic Romanesque style of the churches in the innocent purity and whiteness of stone, the minute and gentle humanism of the snug squares, the wuthering heights of the ever-suffering Baroque bell towers, the sinuous nineteenth century closed off by shear mountains, custodians of a ruthless silence of stuttered and disjointed harmonies, the dry and cutting twentieth century with its chaotic and light-headed seasons, the new millennium with the myths and spectres of civilisation and savagery. There is an unusual and ferocious force in the dusty roots of the Marche, in the land of stones and in the land of sea, in gardens of oak and olive trees and in gardens of waves and foam, in meadows of fragile plants and in meadows of water. Marche is a gesture of profound loyalty to the land, a gesture of belonging to its harsh and tormenting matrix. To love Marche one must embrace the sense of loss, fog and abyss, the desolated solitude and laboured splendour, its suffered surrender, bitterness and failure. To descend into this land one must sink into the suffering heart of a protracted cloistered life, in the frenzy of a luminous cell, in the secrecy of guarded and dreaded clandestinity: one must love the golden dustiness of the air and quench one’s thirst from obscurity, trace the powerful song smothering it in familiar silence. Its Franciscan spirit is as limpid as the profile of those rounded Renaissance hillsides, like the expanse of “Raffaello-painted skies”, where hermitages and monasteries, retreats and country abbeys nestle, anonymous and incomparable, uncaring and secluded, the dwellings of primitive saints, hermits and preachers, loyal to the bare deprivation of Francesco, Domenic and Agustin, workers of miracles and visions, adored in their terrestrial journey and cancelled forever from collective oblivion. It is for all this that the Marche appears to be heroic and sublime, idyllic and restless, mystic and disturbing, seraphic and sparkling, weak and terrible. The myth of this region has something that is tenderly brutal, perched as it is on the very substance of existence, where people and things, serenely scattered, suffer the suture of the limen, a wound that tears them from the proportion of the landscape, turning them into boundary and island, distancing and separating them from the body of Italy, a spiritual and terrestrial border where one walks to somewhere else, a forgotten brink towards the infinite universe. And yet, in those furrows of rural tilled lands, in the land battered by the winds, in the scrap of sea “ploughed by fish” flows a tame and wild nature, as compelling as primordial instincts, like the ethereal and untouchable Gods. Marche is a place of peace and secret struggle, inspiration and tumult. A Land of vigorous passions.That unjustified regret torments even Giacomo, away from the prison of Recanati and the “painted paternal cage”, far from the injurious nocturnal chants of the town rabble. “The melancholy that so often seizes me here as in Recanati, has now for me a darker nature than before, and seldom is there a certain interior gaiety, as often used to happen there.” La Diaspora reverberates on each and every landscape visited, the features of the land of origin. “I long more with every passing day to see you my loved ones, and on certain solitary walks I take amongst this beautiful countryside, I look for nothing other than remembrances of Recanati.”

Abstract: L’articolo è inserito nel volume, di grandi dimensioni (30x30), che ha avuto un grande impatto nella comunità scientifica a seguito dell'innovativo approccio introdotto nella pubblicistica disciplinare. Un arrangiamento teatrale del testo è stato presentato due volte al Teatro delle Muse e una volta nell'Aula Magna di Ateneo con grande partecipazione e consenso di pubblico e critica. Dopo due anni dalla pubblicazione è ancora in evidenza stabilmente nelle librerie, in quanto le prime migliaia di copie stampate sono state esaurite in breve tempo e ciò ha comportato una seconda ristampa. Abstract: Appare come una necessità l’esigenza di annotare alcuni postulati per la difesa degli spazi urbani. Vale dunque la pena riflettere su alcuni princìpi di buona progettazione per la bellezza della città futura. Sta cambiando il concetto monolitico di città, che si trasforma in un insieme di unità di vicinato. La rilettura del rapporto città-campagna, città-quartieri, aggregati densi e radi, insediamenti continui e discontinui, isole costruite e non, diventa guida per creare, riprodurre o valorizzare lo “stile della città”, operando vere e proprie composizioni di oggetti urbani: aree della memoria, ambiti del tessuto consolidato, spazi contemporanei, sistemi di percorsi, circuiti del verde, margini, paesaggi urbani e rurali.
